Every state draws the cash line in a different place
The payout is where cash leaves the venue, and it is the highest-risk control point in your operation. The threshold at which a payout must move from cash to cheque or EFT varies by jurisdiction:
NSW: winnings above $5,000 paid by cheque or EFT
QLD: cash capped at a venue-set limit, to a maximum of $5,000
VIC: payouts of $2,000 or more cannot be paid in cash
SA: winnings above $1,000 paid by cheque or EFT
TAS: cash payouts capped at $1,000, with the balance by cheque or transfer
NT: payouts above $1,000 paid by cheque
ACT: cash payouts capped at $1,200, with the balance by cheque or transfer
WA: no pub or club gaming machines, so these rules don’t apply there.
The 2026 AML reforms go further than any cash limit
From 31 March 2026, expanded AML/CTF obligations apply to gaming venues across the country, and they don’t stop at the cash thresholds above. Under the reforms, paying out a machine win is a regulated designated service no matter the amount. For your in-scope payouts, that now means:
- Customer Due Diligence, including identity verification and KYC
- Customer risk-rating and, where needed, Enhanced Due Diligence
- Audit-ready records that show exactly how risk was managed at the point of payout
The larger payouts, above your state’s cash limit, are simply where that risk is most concentrated. Managing it across paper forms, payment terminals, and incident registers is slow, and the gaps it leaves are exactly what regulators look for.
